On February 19, at the Kyiv International Cybersecurity Forum, Olexander Tarasov, Deputy Director for Development at SE INFOTECH, took part in a panel discussion entitled “Defending Critical Infrastructure in Hybrid Warfare” on protecting critical infrastructure in the face of simultaneous digital and physical attacks.
The discussion focused on the readiness of systems to operate during loss of network availability and physical destruction of equipment. As Olexander Tarasov noted, classic response plans are no longer sufficient—resilience architecture is needed: geographically dispersed backup sites, offline backups, autonomous operating modes, and the ability to manage decentralized operations.
“Resilience today is determined not by the number of protective measures, but by the ability of the system to continue operating even in the event of a partial loss of infrastructure. We must design solutions that take into account scenarios of simultaneous digital and physical attacks,” emphasized Olexander Tarasov.
The discussion also touched upon the practical meaning of the concept of “cyber resilience.” Participants emphasized that during real incidents, people play a decisive role, but the task of organizations is to minimize dependence on “manual heroism” through automation of recovery, regular training, and simplification of system architecture.
A CTF (Capture the Flag) cyber sports tournament was held as part of the forum. Representatives of the SE INFOTECH joined the national team. Participation in the tournament provided a practical opportunity to test vulnerability analysis skills, response speed, and the effectiveness of teamwork in conditions close to real cyber incidents.
The Kyiv International Cybersecurity Forum traditionally brings together representatives of the public sector, business and international experts to develop practical solutions for protecting critical infrastructure in the face of modern threats.
